This identifies the transportation needs of individuals with disabilities, older adults, and people with low incomes, provides strategies for meeting these needs, and prioritizes transportation services for funding and implementation.


The St. Joseph Area Transportation Study Organization (SJATSO) is the federally designated transportation planning agency charged with coordinating transportation investments in the greater St. Joseph area, including Savannah, Elwood, Wathena, St. Joseph and Country Club Village, as well as parts of the counties of Buchanan, Andrew and Doniphan.
